2. NSA’S DOMESTIC ELECTRONIC SURVEILLANCE NETWORK

As of the early 1960s, the most advanced computers in the world were at the NSA, Ft Meade. Research breakthroughs with these computers were kept for the NSA. At the present time the NSA has nanotechnology computers that are 15 years ahead of present computer technology. The NSA obtains blanket coverage of information in the US by using advanced computers that use artificial intelligence to screen all communications, regardless of medium, for key words that should be brought to the attention of NSA agents/cryptologists.

These computers monitor all communications at the transmitting and receiving ends. This blanket coverage of the US is a result of the NSA’s Signals Intelligence (SIGINT) mission. The NSA’s electronic surveillance network is based on a cellular arrangement of devices that can monitor the entire EMF (electromagnetic frequency) spectrum.

This equipment was developed, implemented and kept secret in the same manner as other electronic warfare programs.

Signals Intelligence Remote Computer Tampering
The NSA keeps track of all PCs and other computers sold in the US. This is an integral part of the Domestic Intelligence network. The NSA’s EMF equipment can tune in RF (remote frequency) emissions from personal computer circuit boards (while filtering out emissions from monitors and power sup- plies).The RF emission from PC circuit boards contains digital information in the PC. Coded RF waves from the NSA’s equipment can resonate PC circuits and change data in the PCs. Thus the NSA can gain wireless modem-style entry into any computer in the country for surveillance or anti-terrorist electronic warfare.
Detecting EMF Fields in Humans for Surveillance

A subject’s bioelectric field can be remotely detected, so subjects can be monitored anywhere they are. With special EMFequipment NSA cryptologists can remotely read evoked potentials (from EEGs). These can be decoded into a person’s brain-states and thoughts. The subject is then perfectly monitored from a distance. NSA personnel can dial up any individual in the country on the Signals Intelligence EMF scanning network and the NSA’s computers will then pinpoint and track that person 24 hours a day.The NSA can pick out and track anyone in the US.

3. NSA SIGNALS INTELLIGENCE USE OF EMF BRAIN STIMULATION

NSA Signals Intelligence uses EMF Brain Stimulation for Remote Neural Monitoring (RNM) and Electronic Brain Link (EBL). EMF Brain Stimulation has been in development since the MKULTRA program of the early 1950s, which included neurological research into radiation (non-ionizing EMF) and bioelectric research and development.

The resulting secret technology is categorized at the National Security Archives as “Radiation Intelligence“, defined as,

“information from unintentionally emanated electromagnetic waves in the environment, not including radioactivity or nuclear detonation”.

Signals Intelligence implemented and kept this technology secret in the same manner as other electronic warfare programs of the US Government. The NSA monitors available information about this technology and withholds scientific research from the public. There are also international intelligence agreements to keep this technology secret.

The NSA has proprietary electronic equipment that analyze electrical activity in humans from a distance. NSA computer generated brain mapping can continuously monitor all of the electrical activity in the brain continuously. The NSA records and decode individual brain maps (of hundreds of thousands of persons) for national security purposes. EMF Brain Stimulation is also secretly used by the military for brain-to-computer link (in military fighter aircraft, for example).

For electronic surveillance purposes, electrical activity in the speech center of the brain can be translated into the subject’s verbal thoughts. RNM can send encoded signals to the brain’s auditory cortex, thus allowing audio communications direct to the brain (bypassing the ears). NSA operatives can use this covertly to debilitate subjects by simulating auditory hallucinations characteristic of paranoid schizophrenia.

Without any contact with the subject, Remote Neural Monitoring can map out electrical activity from the visual cortex of a subject’s brain and show images from the subject’s brain on a video monitor. NSA operatives see what the surveillance subject’s eyes are seeing. Visual memory can also be seen. RNM can send images direct to the visual cortex, bypassing the eyes and optic nerves.

NSA operatives can use this surreptitiously to put images into a surveillance subject’s brain while they are in REM sleep for brain-programming purposes.

Capabilities of NSA Operatives Using RNMThere has been a Signals Intelligence network in the US since the 1940s. The NSA, Ft Meade has in place a vast two-way wireless RNM system which is used to track subjects and non-invasively monitor audio-visual information in their brains. This is all done with no physical contact with the subject. RNM is the ultimate method of surveillance and domestic intelligence. Speech, 3D sound and subliminal audio can be sent to the auditory cortex of the subject’s brain (bypassing the ears), and images can be sent into the visual cortex. RNM can alter a subject’s perceptions, moods and motor control.Speech cortex/auditory cortex link has become the ultimate communications system for the intelligence community. RNM allows for a complete audio-visual brain-to-brain link or brain-to-computer link.

4. NATIONAL SECURITY AGENCY SIGNALS INTELLIGENCE ELECTRONIC BRAIN LINK TECHNOLOGY

NSA SIGINT can remotely detect, identify and monitor a person’s bioelectric fields.

The NSA’s Signals Intelligence has the proprietary ability to monitor remotely and non-invasively information in the human brain by digitally decoding the evoked potentials in the 30-50 Hz, 5 milliwatt electromagnetic emissions from the brain.

Neuronal activity in the brain creates a shifting electrical pattern that has a shifting magnetic flux. This magnetic flux puts out a constant 30-50 Hz, 5 milliwatt electromagnetic (EMF) wave. Contained in the electromagnetic emission from the brain are spikes and patterns called “evoked potentials”. Every thought, reaction, motor command, auditory event and visual image in the brain has a corresponding “evoked potential” or set of “evoked potentials”. The EMF emission from the brain can be decoded into the current thoughts, images and sounds in the subject’s brain.

NSA SIGINT uses EMF-transmitted Brain Stimulation as a communications system to transmit information (as well as nervous system messages) to intelligence agents and also to transmit to the brains of covert operations subjects (on a non-perceptible level).

EMF Brain Stimulation works by sending a complexly coded and pulsed electromagnetic signal to trigger evoked potentials (events) in the brain, thereby forming sound and visual images in the brain’s neural circuits. EMF Brain Stimulation can also change a person’s brain-states and affect motor control.

Two-way electronic Brain Link is done by remotely monitoring neural audio-visual information while transmitting sound to the auditory cortex (bypassing the ears) and transmitting faint images to the visual cortex (bypassing the optic nerves and eyes). The images appear as floating 2D screens in the brain.

Two-way electronic Brain Link has become the ultimate communications system for CIA/NSA personnel. Remote neural monitoring (RNM, remotely monitoring bioelectric information in the human brain) has become the ultimate surveillance system.

It is used by a limited number of agents in the US Intelligence Community.

As a key player in the Intelligence-Industrial Complex that spawned artificial telepathy, Booz Allen Hamilton Inc deserves special attention.

The central importance of BAH becomes clear when one considers some of the stunning information unearthed by reporter Tim Shorrock in his new book Spies for Hire: The Secret World of Intelligence Outsourcing (Simon & Schuster: New York, 2008).

In Chapter 2, titled “Booz Allen Hamilton and the Shadow IC,” Shorrock informs us that the spy business is booming, and BAH enjoys top ranking among those contractors who serve the “intelligence community.”

In 2002, Booz Allen had more than 1000 former intelligence officers on its staff, and its government contracts rose dramatically after 911, from $626,000 in 2000 to $1.6 billion in 2006. Most of the latter figure, $932 million, was with the Department of Defense, where Booz Allen’s major customers included the NSA, the Army, the Air Force, the Defense Logistics Agency, and the National Guard. In 2006, it was one of seven firms awarded a ten-year contract to bid on up to $20 billion worth of work in command, control, communications, computers, intelligence, surveillance and reconnaisance — a mouthful of a term usually referred to as C4ISR – for the Army’s Communications and Electronics Command, which is based in Fort Monmouth, New Jersey.

The term C4ISR is a perfect descriptor for Artificial Telepathy (AI) – a powerful fusion of signal processing technologies that allows technicians to remotely gather and collect human intelligence (HUMINT) from the brain signals (SIGINT) of other human beings. As with C4ISR, Artificial Telepathy automates “signals collection” (eavesdropping) and “intelligence analysis” (figuring out what people intend to do) by utilizing satellites and computers, and the overall goal is military command and control.

Indeed, one might define Artificial Telepathy as a subset of C4ISR with a special focus on neurology, psychology and mind control. Artificial Telepathy is an exotic form of C4ISR that allows warriors to communicate nonvocally with soldiers in the field, enables spies and intelligence agents to perform reconnaisance and surveillance nonlocally by means of “remote viewing,” and allows military officers to command and control the behavior of human minds at a distance, with the artificial aid of carefully networked satellite and computer technology.

Booz Allen Hamilton certainly has close ties to the contractors who worked on the Pentagon’s “Stargate” program for psychic spying in the 1990s, and it took a lead role in development of the NSA’s “Total Information Awareness” projects, mentioned in earlier posts.

BAH must certainly be on the short list of firms capable of designing and launching a system of space-based, mind-invasive weaponry. It has all the people, pull and know-how needed to put an “electronic concentration camp system” in place.

Eftersom all denna teknik utgör en ojämn fördelning av tvingande makt, är det viktigt för ledamöter av Europaparlamentet att kontrollera att tillräcklig demokratisk kontroll utövas för att säkerställa att sådana befogenheter inte missbrukas och att oönskade tekniska driftbeslut kontrolleras tillräckligt.

En sådan reglering måste bygga på sunda principer om uppgiftsskydd och ta del av artikel 15 i 1995 års europeiska direktivet om skydd för enskilda personer och behandling av personuppgifter. ⁴⁴ I grunden säger att:

“Medlemsstaterna skall bevilja varje person rätt till att inte bli föremål för ett beslut som har rättsliga följder för henne/ honom eller som märkbart påverkar henne/honom och som enbart grundas på automatisk behandling av data.”

Termen “det civila samhället” är ett politiskt kodord …

Varifrån har den svenska statsmakten tagit sig rättigheten att leka gud för att styra det “civila samhället” med sofistikerade bioteknologier?

Termen “civila samhället” är ett politiskt och akademiskt modeord. Termen är av stor politisk betydelse i de politiska debatterna, men det är ganska oklart om den politiska termen förstås av allmänheten. Även historiskt finns det mycket förvirring och oklarheter om hur termen satts in i de politiska debatterna.

Framför allt är det klart att “det civila samhället” används som ett kodord av bekvämlighetsskäl från regeringens sida för att göra överenskommelser. Regeringen är inte särskilt intresserad av att artikulera termen i detalj, även om det vore möjligt eller meningsfullt att göra det.

Utdrag ur Demokrati genom civilt samhälle?- av Magnus Dahlstedt “Under senare år har det så kallade ‘civila samhället’ blivit ett modeord. Att hänvisa till det civila samhället har också blivit något av en patentlösning på en rad samhälleliga och demokratiska ‘problem’ . Man förstår mer eller mindre vagt, vad begreppet står för och vilken funktion det civila samhället fyller. Men detta måste problematiseras i långt högre grad än vad som är fallet idag.

Siktet är i dessa politiska projekt är inställt på att styra samhället genom att forma medborgarnas sinnen och kroppar, att i grunden skapa “nyttiga individer” (Foucault, 1987: 246). Detta slags projekt fångade Foucault i bergreppet governmentality. Begreppet består av govern – att styra – och av mentality – förställningar eller mentalitet. Med denna konstellation ville han sätta fokus på hur makten griper in i våra sinnen och kroppar, hur den gestaltar det vi tänker och gör.

Demokratiminister Britta Lejon (1999) betonar exempelvis att det behövs ett ‘perspektivbyte inom demokratidebatten’ som i högre grad ställer ‘medborgarens berättigade krav på mer makt över vardagen och över politikens utformning i centrum’.”

Tre viktiga begrepp för styrning av det “civila samhället”: politiska rationaliteter, politiska program och politiska teknologier. Begreppen är som kinesiska askar, där den tidigare rymmer den senare.

En rationalitet centreras kring problem, vilka hanteras via upprättandet av politiska program.

Med politiska rationaliteter menas formuleringar och rättfärdigande av ett idealiserat schema för att representera, analysera och korrigera verkligheten. (Rose & Miller 1992:178)

Politiska program är enligt Rose inriktade på problemlösning. Generellt är styrning en problematiserande aktivitet, som kretsar kring problem, brister, misslyckanden, försummelser och svårigheter, vilka man önskar åtgärda (Rose & Miller 1992:181). Styrning går endast att förstå som svar på problem, men problem är alltid problem utifrån ett visst perspektiv; det finns inga problem i sig (Rose 1999:58). Utifrån identifieringen av problem upprättas program vars syfte är att lösa dessa. Program översätter politiska rationaliteter till något mer konkret gällande specifika problem. Ofta förekommer konkurrerande program. Upprättandet av program innebär att göra problemen kalkylerbara och hanterbara och att skapa ett intellektuellt maskineri för deras styrning (Rose & Miller 1992:182). Inspirerad av Latour menar Rose att program är performativa, dvs. programmen är ansvariga för att problemen framträder på det sätt som de gör och också att dessa förstås som möjliga att åtgärda; utan program inga (åtgärdsbara) problem (Rose & Miller 1992:182).

Politiska teknologier är enligt Rose vad som gör programmen praktiskt genomförbara, vilket innebär att skapa förbindelser mellan styrande och styrda: mellan programmakare, problemet och de som berörs av problem och program (Rose & Miller 1992:183, Rose 1999:52). För att program ska bli lyckosamma måste teknologierna skapa förbindelser som bildar nätverk, vilket innebär att de som enligt programmet är berörda drar åt samma håll. Det är inte makten som skapar nätverk utan etablerandet av nätverk innebär att makt uppstår (Rose & Miller 1992:183).
Teknologier fungerar som enrolleringsmekanismer, men kan vara av mycket skilda slag, såsom byggnader, skriftliga mötesinbjudningar, namnlistor och opinionsundersökningsresultat (Rose & Miller 1992:184, 187). Det handlar om mekanismer som erbjuder frivilliga möjligheter för individer och grupper att medverka i programmet och lösningen av problemen. När mekanismerna skapat förbindelser kan en del av nätverket också tala för andra delar. Upplevelser av gemensamma problem tilltar och gemensamma intressen skapas.

Rose använder dessa begrepp för att studera storskaliga förändringar i välfärdsstaten, som han menar alltmer kännetecknas av en avancerad liberalism som bygger på en tydlig uppdelning mellan stat och civilt samhälle. Vidare lyfts det civila samhället fram som något att värna, som en autonom sfär där individen kan uttrycka sig som ett fritt subjekt. Under dessa förhållanden blir den statliga styrningen av det civila samhället med nödvändighet komplicerad eftersom den inte bör finnas (Rose 1999).
Direkt kontroll är uteslutet, vilket innebär att mer sofistikerade instrument och mekanismer behöver utvecklas, vilka Rose benämner teknologier för styrning på avstånd (Rose & Miller 1992:180, jfr. Rose 1999: 49f). Denna maktutövning grundas på byggandet av allianser, att få ”de styrda som inte får styras” att känna sig autonoma, och därför måste instrumenten utgöra verktyg för de styrdas självutveckling. Ett närmast paradoxalt förhållande skapas mellan stat och civilt samhälle, där maktutövningen bedrivs utifrån syftet att inte märkas. Den kännetecknas mer av att få medborgare
och frivilliga organisationer att uppbära en reglerad frihet än av att påföra dem tvångsåtgärder (Rose & Miller 1992:174).
De varierande typer av teknologier som används syftar till att skapa ett ömsesidigt gillande mellan styrande och styrda, som innebär att det kan vara svårt att klargöra vem som är styrande respektive styrd. Det är nämligen i förbindelserna mellan parterna som makten skapas. Den ägs inte av någon part på förhand (Rose 1999:40, 95).
Autonomi är på detta sätt inte motsatsen till styrning utan blir en del av styrningsproblematiken och utgör ett redskap för styrning (Rose 1999:63). Styrning kan i ett avancerat liberalt samhälle sägas syfta till att få människor och grupper att känna sig autonoma. För att uppnå detta önskvärda tillstånd krävs att styrningen sker på avstånd, med hjälp av flexibla förbindelser (Rose 1999:49). Att styra är att anta en frihet hos det som ska styras, och att anpassa sig själv till denna, men samtidigt utnyttja den för sina egna syften (Rose 1999:4). Med inspiration från Latour kan detta benämnas som att samverkan döljs och separering framhålls.
En viktig länk för utförandet av denna ”subtila” styrning är experter (Rose 1993). I avancerat liberala samhällen har experter en ställning som ”oberoende” och har dessutom ofta högre trovärdighet jämfört med exempelvis politiker. De utgör därför ett viktigt redskap i en sofistikerad statlig styrning av det civila samhället, eftersom politiska lösningar ofta underbyggs och motiveras med hjälp av ”vetenskapliga sanningar” (Rose 1999:132). På detta sätt utvecklar experter en dubbel lojalitet, dels till styrningsobjekten som kan utgöras av klienter av allehanda slag, dels till sina uppdragsgivare som ofta utgörs av staten. Deras självbild bygger dock på att inte ha några andra lojaliteter än sanningen (Rose & Miller 1992:188).

Som nämnts tidigare: En rationalitet centreras kring problem, vilka hanteras via upprättandet av politiska program. Avfallsfrågan skapas då de radioaktiva restprodukterna från klyvningen av atomkärnor problematiseras. Alltsedan 1970-talet, då restprodukterna omdefinierades och benämndes avfall, har de bedömts som ett problem som måste åtgärdas. Att upprätta ett program för kärnavfallet innebär att formulera en lösning, vilken i Sverige

Fredrik Reinfeldt beskriver det “civila samhället” på följande sätt i hans bok – Det sovande folket, “Det handlar om två kraftfält som står mot varandra, där makten idag ligger hos stat och kommun och där moderaterna önskar förskjuta makten i det civila samhällets riktning. Det tydliggörs än mer när det civila samhället definieras i “Idéer för vår framtid”: När vi säger det civila samhället pekar vi på allt som inte skall vara styrt av statsmakterna och inte är del av den offentliga sektorn. Det civila samhället är alltså inte motsatsen till det militära utan motsatsen till den politikerstyrda delen av samhället. Det är en omistlig del av vår tillvaro.”
